Sir F. Lugard, and the Secretary of State, and would result in the infliction of a great hardship on me,
I have taken advantage of the presence of Sir
Frederick Lugard in England to ascertain his actual intention and the interpretation which he intended to be placed on his despatch as Governor to the Secretary of
State, No.69, of 21st February 1911, I forwarded to
him the complete file concerning the case, together with copies of my last two lettera to you, Whilst deprecating
any direct personal interference on his part with the Colonial Office he entirely agrees with my interpretation
of the case. He also wrote, "You have put your point
"the error between an increase in the emoluments of the
"office, and a personal allowance to yourself Most
"clearly in your letter to me. You have put it equally
"olearly to the Under-Secretary of State, I could not

atate the case more clearly than you have done."
Sir Frederick Lugard evidently considered that
the matter could be put right by pointing out the error
to Sir Henry May, and on this point he wrote, "If you
"have not already done so I should advise you to plag?
"your case before Sir Henry May as clearly as you have
"done for me in this letter, and in your letter to the
"Colonial Office, 11
Since my arrival here on leave I have not been
in communication with Hong Kong or Sir Henry Way,
Having regard to Sir Frederick Lugard's con-
firmation of my interpretation as set forth in my last two
letters to you, I feel justified in that interpretation,
and in view of auch further evidence of the equity and
Justice/
